I think you need to be a bit more specific, where do you want to place the vermiculite?
You can mix it at different ratios for different uses but if it will stay in place without help from cement they yes you can use it dry!
However without knowing what you intend to use it for and where in the system it is differcult to even speculate.

I have a 4 inch riser and a 6 inch piece wrapping it was just wanting to pack the void with unmixed vermiculite

I have a 4 inch riser and a 6 inch piece wrapping it was just wanting to pack the void with unmixed vermiculite It sounds like you are using a metal riser. If so it will rust away. So the vermiculite will need to hold its shape and so should be mixed with clay. However I am not sure if vermiculite can take the heat generated in a riser.

I have a 4 inch riser and a 6 inch piece wrapping it was just wanting to pack the void with unmixed vermiculite Should be fine. Unmixed vermiculite (or perlite) insulates far better than mixed with some kind of cement binder. Next year get a bigger tube, line it with ceramic blanket/board, insulate around that.

Check my signature for a relatively cheap and super simple riser...
