I saw this heat exchanger that someone made and is selling for about $200. I thought that it might work as the heat riser on a rocket stove and then in case it in a 55 gallon barrel with vermiculite. It is for those of us that can't weld. It has a water jacket built in it and they use it to burn the wood in it but it could work as the riser.
Any thoughts on this?

Don't use a water jacket as a heat riser EVER! Firstly, heat risers need to be insulated to work properly, the heat NEEDS to stay IN till the work of burning the fuel completely is done. Water inside the heat riser will work against this rule.
Secondly, temperatures inside a properly working heat riser are ENTIRELY too hot to be safe heating water there. The proper place for that water jacket will be a few feet downstream, in the bench or something.. It's a cool looking gizmo and might come in handy, just don't put it in too close to the working core of your stove.
