What's the effect in a rocket?
What about SLIGHTLY damp wood?
Also: In my cheater box I noticed a drop of creosote coming down from the (indoor) flue--1 week after the start of the rocket. Is that going to be a problem?

Yes, very bad to burn. You want your wood as dry as possible. Water boils at a lower temperature than wood burns so if using less than dry wood you are lowering the temperature of your burn and using up precious heat to do it. That can lead to creosote problems and other issues. It's best to use only dry wood.
