will the heat of the rocket coming from the heat riser be hot enough to burn the paint off the 30 gallon barrel surrounding the riser & the 55 gallon barrel surrounding the 30g barrel?
i followed erica & ernie's advice to apply paper mache on the 55 gallon barrel and started a fire with piece of 5' flue sticking out to burn the paint off the barrel but it smoked MUCH MUCH more than i expected. before all the paint could burn off, the fire department arrived. i would never have used this method now if i understood there would be this much smoke. i live in an unincorporated county area but still have neighbors in close proximity. our burn ban lasts until 10/15.
also, how to removed the dreaded red liner from the 55 gallon barrel? i tried washing it off, scrubbing it off with ajax & brillo.

If you are in an area where open fires are discouraged, the best way I've found to remove the paint is to use a weed burning/roofing torch. It will smoke a bit, but nothing like the way you attempted does. The way you attempted is really smokey and uses a lot of fuel in my experience, I either use a torch or just roll them around on top of a normal camp fire if possible. Whatever you do, wear a respirator.
If you build the heater and try to burn off the paint that way, you'll only get the paint off of the top(bottom)of the 55g, the rest won't get hot enough. It also make pretty yucky smoke, you'd never want to do that indoors. The red liner is something folks make a lot of noise about, and rightly so since they are typically using the drums for UDS and other cooking builds. If you are planning on it being a heater, with the 55g drum sealed and the exhaust venting outdoors, I'd probably not worry too much about it. It will burn off as time goes on, and vent outdoors, so no big deal. If you are building a cooker, I'd find another drum, personally.
