Fixed posting and permissions

After some confusion I've discovered why attachments and other posting features were inconsistent..

These boards were at one time open to the public but sometime last year we got sprinkled with some annoying and obnoxious spam like advertising. At that time I fumbled around with the settings before just shutting out the public completely.
Turns out that my fumblings made a bit of a mess out of the permissions settings.

SO. I've hopefully set it to rights, the board should now be visible to the public with only registered users allowed to post.
Check it out, if there are any problems let me know and I'll see what I can do.

Maybe it was on my end, it seems fine now. It was about a 20 second loop of some commercial. It was just at this site though.
